Typical roles include: Project Managers, Engineers, Estimators, Quantity Surveyors, Bid & Procurement Managers and Site Managers.

Conveniently situated in Manchester, Josh brings over three-years solid experience in M&E recruitment. And having worked on the consultancy side of Building Services, Design and also Facilities Management – he is able to offer a thorough understanding of the whole Design, Build, Operate & Manage (DBOM) process.

In his spare time, newly-married, Josh is Captain of a local football team and when he’s not on the pitch, you’ll find him and his acoustic guitar on stage in Manchester. A singer/song writer since he was 11-years-old, Josh is proud of his city’s underground music scene and often plays solo gigs when he’s not working.


Job Description


Guyan & associates are currently recruiting for a Labour Resource Manager to work for our client, a large M&E contractor with offices in multiple locations across the UK.

The business require someone with demonstrable experience of working within a multi-disciplined engineering company.  Reporting to the Managing Director, the person will be expected to provide proactive support to the various team leaders across the various regional offices.

Roles & Responsibilities


  • Management, planning and allocation of employment labour, subcontractors and agency workers within the HR department.
  • Create and manage effective teams across functions and projects.
  • Ensure workforce deployments are compliant with all current legislation (HMRC, HSE, etc).
  • Manage the re-certification, assessment and development of the workforce.
  • Identify upskilling opportunities within the workforce potentially through further H&S qualifications, apprenticeships and further academic education.
  • Work in conjunction with the project Leaders and planners to accurately allocate labour appropriately to current and future projects.
  • Liaise with Project Managers to resolve problems with labour allocation.
  • Provide solutions to labour shortages and clashes to ensure suitable and competent resources are available to deliver against project deadlines.
  • Work with the HR manager on the recruitment of all permanent and temporary technical labour for the central regional offices.
  • Liaise with recruitment agencies and working with the HR manager in the creation of a preferred supplier list for technical roles.
  • Maintain accurate records of all permanent and temporary labour.
  • Pre-start checks for temporary labour to ensure all staff have provided the required information prior to starting work.
  • Inductions with agency and subcontract staff.
  • Setting of working hours and verification of timesheet accuracy including hours worked and travelled.
  • Coordinating with project delivery teams regarding accommodation and transport.
  • To manage other associated resources potentially, plant PPE and fleet requirements.
  • Site visits to determine the suitability of the resource provided for different projects / sites.
  • Monitoring employee welfare and liaising with the HR manager to resolve issues.
  • Optimise labour allocation and provide labour reports including forecasting.


Essential Skills Requirements and Profile


  • Professionally qualified, with at least five years’ experience in a similar in-house role.
  • Demonstrable experience of managing labour and resource planning within a technical services business.
  • Awareness of JIB, ECA, BESA working rule agreements.
  • Understanding of electrical and mechanical qualifications and roles.
  • Excellent client engagement and communication skills.
  • Strong influencing and negotiating skills.
  • Experience of recruiting operatives, staff and liaising with recruitment and labour agencies.
  • Excellent IT skills.
  • Highly organised.
  • Ability to manage multiple priorities and work to short deadlines.
  • Goal focused with demonstrable reputation for delivery.
